American Clean Energy and Security Act of 2009
|
On Thursday, June 4th four panelists examined the updates to the Waxman-Markey American Clean Energy and Security Act of 2009. Kyle Danish of Van Ness Feldman provided a high level overview of the bill. Bruce Braine of AEP presented from a utility perspective on how the bill would affect their industry. Aimee Barnes of EcoSecurities clearly defined the offset provisions in the bill. David Harrison of NERA presented an economic analysis of the bill using modeling.

Aimee Barnes manages U.S. Regulatory Affairs for EcoSecurities, where she focuses on strategic analysis of, and advocacy related to US state, regional and federal climate change policy initiatives. She has a strong knowledge of project-based emission reductions (carbon offsets) for compliance and voluntary markets, voluntary carbon market standards, the Clean Development Mechanism (CDM), and an interest in environmental justice issues. Before joining EcoSecurities, Ms. Barnes received her MPA in Environmental Science and Policy from Columbia University's School of International and Public Affairs (SIPA), where she worked on the TransLinks Project with the Wildlife Conservation Society. She has also worked with the Natural Resources Defense Council (NRDC) supporting their California state policy, land and Latino outreach programs. She holds an honors B.A. in Environmental Studies from Dartmouth College, where she also studied conservation at the University of Pretoria in South Africa. She currently represents EcoSecurities in a number of coalitions, including as President of the Coalition for Emission Reduction Projects (CERP).

Kyle Danish Partner, Van Ness Feldman
Kyle Danish advises a range of clients on environmental matters, with a special focus on corporate climate strategy and emissions trading-related transactions. His current clients include electric generation, oil and gas, and mineral exploration companies, as well as manufacturers and think tanks. He is a frequent speaker and has published numerous articles on global warming and emissions trading issues. Mr. Danish also has authored several commissioned research papers on climate change and energy policy for think tanks.

Dr. David Harrison Senior Vice President, NERA
Dr. Harrison is Senior Vice President and head of NERA's global environment practice. Building upon more than 25 years of experience with emissions trading programs, Dr. Harrison has participated in the development or evaluation of major greenhouse gas emission trading programs and proposals in the United States, Europe, Australia and Japan, including serving as a consultant to the European Commission and the UK government. He and his colleagues have used the NERA Carbon Financial Impacts Model to estimate the impacts of climate change, renewable and energy efficiency policies on company and sector revenues and costs-including regulated and deregulated electricity, pulp and paper, cement, refinery and petrochemicals-and to assess company investment and other strategies in light of climate change policies. Before joining NERA, Dr. Harrison was an Associate Professor at Harvard's Kennedy School of Government, where he taught microeconomics and energy and environmental policy, and on the senior staff of the President's Council of Economic Advisors, where he had responsibility for energy and environmental policy. Dr. Harrison received a Ph.D. in Economics from Harvard University, a M.Sc. in Economics from the London School of Economics, and a B.A. in Economics from Harvard College.

Eron Bloomgarden is President of Equator's Environmental Markets group (EEM) with responsibility for carbon and environmental assets throughout the firm. A pioneer in the development of carbon markets, Eron has extensive experience in the areas of carbon finance and emissions reduction project development. Prior to joining Equator, Eron was US Country Director for EcoSecurities, where he spearheaded the firm's entry in to the North American carbon market and managed all aspects of the firm's United States operations including origination, strategic planning, project development, and policy. Eron has advised governments, multilateral institutions, and international corporations on many aspects of the emerging market and worked on several carbon market "firsts" including the first Clean Development Mechanism (CDM) project in the world to receive carbon credits and the first unilateral CDM project. Eron currently serves on the Board of Directors of the Environmental Markets Association (EMA), is a Founding Member of the Coalition for Emissions Reduction Projects (CERP) and previously served as a Liaison Delegate to the World Business Council for Sustainable Development (WBCSD). He holds an M.A. from Columbia University's School of International and Public Affairs (SIPA), and a B.A. from Pomona College.

Bruce Braine Vice President, Strategic Policy Analysis
American Electric Power
Bruce Braine is vice president, strategic policy analysis for American Electric Power where he focuses on analysis of federal and state energy and environmental policy as well as analysis and development of long-term environmental and energy strategy.
Braine has a BA degree from Brown University and a MBA from Stanford. Before joining AEP in 1997, Braine was partner at economic consulting firm PHB and senior vice president at ICF International, where he directed ICF's electric utility consulting unit. Braine also serves as vice-chair of EPRI's Global Climate Change Committee, on the Boards of the Chicago Climate Exchange, the International Emissions Trading Association (IETA) and as chair of IETA's US working group.
